Was borne 19 (31) August y8"yag. in Petersburg in the family of the instructor of history. The juridical department of Petersburg university finished. Member OF RSDRP - RUSSIAN SOCIAL DEMOCRATIC WORKERS' PARTY with 1902g. In the organs VCHK from September 1919g. With 1923g. - the Deputy Chairman OF OGPU. On 30 July, 1926, it is appointed as the chairman OF OGPU.
